This information is an update of that which features in the 2025 SEND JSNA document mentioned in the previous section.
Key points
Overall insights
- Progress for SEN Support: There are improvements in some areas (EYFS, phonics, multiplication check, KS4 Attainment 8), but gaps with national attainment persist or have widened in others (KS2 RWM, reading, writing, maths, Level 2 with English and Maths).
- EHCP Pupils: Generally outperform comparators, especially in KS4 and post-16 outcomes, though some gaps are narrowing.
- Overall Trends: East Riding is closing gaps with national and regional comparators in several key measures, but variability remains, especially for EHCP pupils at earlier stages.
Key Points Summary
- 1. Early Years Attainment
- SEN Support: There was a notable 3.9 percentage point increase in the proportion of pupils achieving a Good Level of Development (GLD) at the Early Years Foundation Stage (EYFS), bringing local attainment closer to regional comparators. However, SEN Support pupils still perform below all comparators.
- EHCP Pupils: Attainment has fluctuated but remains well above all comparators, despite a more erratic trend than the national average, which is stable at around 4%.
- All SEN: The gap between national and local authority attainment has narrowed significantly, with 2025 figures in line with statistical neighbours and the region.
- 2. Phonics Attainment (Year 1)
- SEN Support: There has been a large increase in the proportion meeting the expected standard, reducing the gap with national attainment.
- EHCP Pupils: Attainment remains above all comparators, with little change from the previous year.
- All SEN: East Riding saw a 1.1% increase, contrasting with national and regional declines. The attainment gap with national figures has reduced over the last two years.
- 3. Key Stage 2 (KS2) Attainment
- Reading, Writing, and Maths (RWM) Combined:
- SEN Support: Improved outcomes, but the gap with national attainment has widened.
- EHCP Pupils: Slight dip from the previous year, but still above all comparators.
- All SEN: Stable outcomes overall, with improved RWM for SEN Support and reduced attainment for EHCP pupils.
- Reading: SEN Support saw a decrease, widening the gap with national figures. EHCP pupils remain above comparators, though the gap has narrowed.
- Writing: SEN Support saw a small increase, but less than the national rise, widening the attainment gap. EHCP pupils remain above comparators, with a slightly reduced gap.
- Maths: SEN Support experienced a decrease, increasing the gap with national attainment. EHCP pupils’ attainment remains above comparators, with the gap widening further.
- All SEN: Writing improved slightly, but maths attainment for the overall SEN cohort decreased due to a drop among SEN Support pupils.
- Reading, Writing, and Maths (RWM) Combined:
- 4. Year 4 Multiplication Check
- SEN Support & EHCP: Both groups saw significant increases in average scores, placing East Riding above statistical neighbours and close to national averages.
- All SEN: The average score is now above statistical neighbours and in line with national and regional comparators.
- 5. Key Stage 4 (KS4) Attainment
- Attainment 8: SEN Support and EHCP pupils in East Riding saw substantial increases, reducing the gap with national figures. EHCP pupils remain well above all comparators.
- Progress 8: Not published for 2024/25 and 2025/26 due to the lack of KS2 assessments (COVID-19 impact). For 2024, SEN Support saw a decrease, placing East Riding below comparators, while EHCP pupils saw a slight increase and remain above comparators.
- All SEN: Pupils with any SEN in East Riding achieved higher average Attainment 8 scores than national and regional comparators in 2025.
- 6. Attainment at Age 19
- Level 2 (5 GCSEs 9-4 or equivalent): Both SEN Support and EHCP cohorts improved, outperforming national and regional comparators. EHCP attainment is notably higher than national figures.
- Level 2 with English and Maths: Both groups saw decreases, with SEN Support dropping more significantly and now below the national comparator. EHCP attainment remains above comparators, but the gap has narrowed.
- Level 3 (2 A levels or equivalent): Decreases for both groups, mirroring Level 2 trends. SEN Support is below national but in line with the region; EHCP remains above comparators, though the gap is narrowing.
