2025 SEND JSNA document
Section 8 (page 47) of the 2025 SEND JSNA document provides comprehensive detail of EHCPs maintained by the East Riding and this page presents a summarised version of it.
Whilst the JSNA document used the latest information at the time of writing, this particular section has now been superseded by data released in June 2025. This new data can be viewed in the PDF document contained within the next section.

The SEN2 data for Education, Health and Care Plans was published at the end of June 2025. This publication provides information on both the numbers of children and young people with an education, health and care (EHC) plan as at January each year, and the number of children and young people progressing through each stage of the EHC plan process during the preceding calendar year. This year the DfE have published new data; specifically around primary needs, annual reviews and 6 and 16-week timeliness figures for assessments.

Key points
Plans Maintained on the Census Day (EHCP Caseload)
- The East Riding’s increase of plans maintained was less than the increase seen nationally; 8% compared to 11%.
- As with previous years, the East Riding continues to have a much higher proportion of EHCPs in mainstream settings (53% compared to 44% nationally) and a lower proportion in special schools (17% compared to 30%)
- CYPs that are NEET continues to be higher than national proportions (4.3% compared to 2.8% nationally) as does the proportion in Elective Home Education (1.8% compared to 1.1% nationally).
- Primary needs of plans maintained show the East Riding has a significantly lower proportion recorded with ASD and much higher proportions with SLCN and SEMH.
Annual Reviews
- The Dfe have published a figure that is based on the proportion of EHCPs on the census day that had a review recorded as expected. In the East Riding, 98% of CYPs who had a review recorded as expected for 2024, this is higher than the national figure of 87%.
- The 4-week timeliness figure for LA decisions being issued following a review meeting has also been published for the first time this year. In the East Riding this was 92%; much higher than the national figure of 44%.
New EHCPs Issued
- The East Riding saw a 7.5% decrease in the number of new EHCPs issued in 2024; this is in contrast to the 15.8% increase in new plans issued nationally.
- 41% of new plans in the East Riding were for CYPs with the primary need of SEMH; nationally only 26% were for CYPs with SEMH.
- East Riding had a 6% increase in new requests; this is lower than the 12% increase seen nationally.
- The East Riding has seen a steep incline in the proportion of requests for assessment resulting in the decision not to assess. In 2024, 38% were refused to assess compared to 25% nationally.
- 6-week timeliness figures have been published for the first time this year. In the East Riding, 97.7% of assessment decisions were made within 6 weeks compared to 84.8% nationally.
- 16-week timeliness figure for refusal to issue notifications has been published this year; whilst this is relatively low compared to other timeliness figures (38.1%) this is still higher than the national figure of 34.1%.
- 20-week timeliness figure for 2024 in the East Riding was 96% including exceptions and 96.5% excluding exceptions. The East Riding continues to sit well above the national figure for 2024 which dipped to 45.9% including exceptions and 46.4% excluding exceptions.
